Conclusion:
PPS unsuccessfully appealed the Independent Assessor´s findings relative to Workforce Strategy Spending.

Central NY Care Collaborative PPS appealed the IA´s Workforce Strategy Spending determination of FAIL. In its appeal the PPS acknowledged "that the DSRIP IA correctly scored the AVs for the relevant timeframe based upon the scoring mechanism it used. Nonetheless, we believe that this appeal process is the most appropriate forum to request that the "all-or-nothing" scoring approach to the calculation of the Workforce AV be modified to allow for partial achievement." The IA reviewed the documents presented in conjunction with the PPS´ argument and concluded that the IA does not have the authority to award partial AVs and uphold the decision to FAIL the Workforce AV.
