• Additional Assisted Living Program Beds - The 2009/10 budget increases the availability of Medicaid assisted living by closing 6,000 nursing home beds to be replaced by 6,000 new Assisted Living Program beds over the next five years. $175 million in existing HEAL funding was earmarked to facilitate this transition and to focus funding for nursing home and alternative infrastructure improvements to ensure environmental safety for residents.
• Long Term Care Assessment Center - Authorizes a three-year demonstration program under which two regional long-term care assessment centers, one located in a NYC county, and the other in another region of the state consisting of two or more neighboring counties will be established (Orange/Ulster). The long-term care assessment centers will be responsible for reviewing the long- term care needs of patients and for authorization of services.

• 2009 - 2010 QUIP appropriation distributed in March 2010 to 266 facilities totaling $7.42 million on behalf of 12,600 SSI residents.
• The proposed Adult Care Facility Program for Improvement in Quality (PIQ) provides funding to operators of adult care facilities (ACFs) who provide room, board, and services to low income residents who are eligible for Supplemental Security Income (SSI) Level III benefits. The new program allows more flexibility in structuring the disbursement of payments to ensure funding is channeled to facilities most in need.

• Up to $4,100,000 in grants will be awarded to successful applicants under this RFA.
• Awards are for two-year projects and are capped at $300,000 per project, with an anticipated start date of June 1, 2010, and only upon approval by the New York State Comptroller.

• Approximately $3 million in re-appropriated funding.

• DOH hopes RFA to be released in the spring of 2010, the 1184 is under review by DOB

• Maximum $75,000 per ACF
• Targets ACFs with high number of at-risk residents and/or high number of low-income residents.

• Dear Administrator Letter posted to licensed Article 36 home care agencies reiterating the rules and requirements for ACF and ALR licensure
• Advises such agencies to (1) examine whether they are providing care in an unlicensed "look-alike" facility and (2) notify the Department of any such unlicensed facility.
• Updated "Consumer Guide" to further outreach effort to notify seniors of the advantages and protections of living in a licensed facility in final stages of clearance.
• Internal discussions on how to more vigorously enforce existing laws in regards to unlicensed facilities and the ESAAL proposed legislation.
