Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible
The New York State Office of the State Comptroller’s Bureau of Contracts on 7/26/24 approved a 1 year extension for the New York State (NYS) Department of Health, HIV/STD/Hepatitis C programs that implement proven high impact prevention strategies and innovative interventions for HIV positive women and women who engage in high-risk behaviors, with a focus on women of color. The New York State Department of Health intends to extend these contracts for one year until a competitive procurement, which has been delayed for a number of reasons, can be completed.
Due to the specific circumstances of this procurement and the unique qualifications of the selected firms/entities, a competitive procurement was not feasible in this instance.
