Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health (DOH) is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.
The New York State Office of the State Comptroller’s Bureau of Contracts on 09/10/2024 approved 6-month extensions for the New York State (NYS) Department of Health Hepatitis C Patient Navigation Initiative which provides funding to upstate harm reduction/syringe exchange programs to provide patient navigation services to people who inject drugs. This program increases patients’ awareness of their higher potential risks for contracting the Hepatitis C virus and linking those who are diagnosed with the virus to treatment.
Due to the specific circumstances of this procurement and the unique qualifications of the selected firms/entities, a competitive procurement was not feasible in this instance. The contracts are being extended for six (6) months while a competitive procurement is re-solicited.
