Single Source Procurement: #20566 JSI Research and Training

Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.

Creating Healthy Schools and Communities consists of 25 Component A grantees and 1 Component B grantee. The Component B grantee, JSI Research & Training Institute, Inc. supports the Component A grantees through a Physical Activity and Nutrition Center of Excellence (PANCE) by providing subject matter expertise, training, technical assistance, and resource support. The additional funding will be used to support an increase to JSI staff time and effort and the existing subcontractors or consultants to provide training and technical assistance to Component A grantees. This is a single source request to allocate additional Supplemental Nutrition Assistance Program Education federal funding to the PANCE contract that was competitively procured. A formal competitive process is planned for the next procurement cycle. The RFA will be released April 2025 and will include all available state and federal funding for this initiative.
