Single Source Procurement: #20578 New Syringe Exchange Program Contracts
Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.
The Syringe Exchange/Harm Reduction Services provides funding for syringe exchange services to people who use and/or inject drugs. Contractors are selected and receive the designation of a Syringe Exchange Program through a lengthy application process and are the only community-based organizations that are authorized by the New York State Commissioner of Health as Syringe Exchange Program in their respective locales. The New York State Department of Health provides support for the AIDS Institute in its mission to conduct a comprehensive harm reduction program.
Due to the specific circumstances of this procurement and the unique qualifications of the selected firms/entities, a competitive procurement was not feasible in this instance.
