Single Source Procurement: CRER #20596 HIV Pre-exposure Prophylaxis (PrEP)

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health (DOH) is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

On 11/15/24 The New York State Office of the State Comptroller’s Bureau of Contracts approved a request for exemption from giving notice in the New York State Contract Reporter for a public health campaign promoting HIV Pre-exposure Prophylaxis (PrEP) Aware Week. The AIDS Institute implemented the public health campaign in October 2019 and each year since to promote awareness and uptake of PrEP. The campaign features ambassadors across New York State who promote their own personalized message of PrEP and its importance in the community.

Due to the specific circumstances of this procurement and the unique qualifications of the selected firms/entities, a competitive procurement was not feasible in this instance.
