Single Source Procurement: CRER 20606 - HIV Pre-exposure Prophylaxis (PrEP) Pilot for Women Released from NYS Correctional Facilities

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health (DOH) is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

The New York State Office of the State Comptroller’s Bureau of Contracts on 1/2/25 approved a request for exemption from giving notice in the New York State Contract Reporter for a Pre-exposure Prophylaxis (PrEP) Pilot for Women Released from NYS Correctional Facilities to be undertaken by Women’s Prison Association and Pathstone Corporation. This pilot program is expected to deliver an intervention to offer Pre-Exposure Prophylaxis for HIV prevention in women prior to their release from the New York State prison system.

Due to the specific circumstances of this procurement and the unique qualifications of the selected firms/entities, a competitive procurement was not feasible in this instance.
