CRER #20638 Single Source Procurement: School-Based Health Centers Program

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health School-Based Health Centers Program has determined to award a Single Source Procurement to 42 grantees.

School-Based Health Centers (SBHC) are sponsored by licensed Article 28 facilities that oversee the administration and operation of extension clinics in schools to provide primary and preventive health care services for children in high need communities who may otherwise not have access to essential health care services. All SBHCs are approved by the Department in accordance with the New York State School-Based Health Center Principles and Guidelines which outline the policies and procedures for these centers. This additional funding will ensure that School Based Health Centers (SBHCs) can hire and retain staff, purchase essential equipment and supplies, and cover daily operational expenses.

Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
