Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health WIC Infrastructure Grant Program has determined to award a Single Source Procurement to 74 grantees.
On September 19, 2024, the Department was awarded the WIC Infrastructure Grant from the United States Department of Agriculture Food and Nutrition Service for WIC local agencies to implement activities to increase the use of plain language and support individuals with limited English proficiency. These funds are intended to support the enhancement of technology used to provide WIC benefits and services, including human translations and virtual and/or telephonic interpreter support at WIC local agencies. The funds are being distributed to currently funded Grantees of the WIC Local Agency Program.
Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
