CRER #20664 Single Source Procurement: Hepatitis C Care and Treatment

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

The New York State Department of Health AIDS Institute has determined to award a Single Source Procurement to multiple contractors under the “Eliminating Hepatitis C by Improving Access to Hepatitis C Care and Treatment” (Care and Treatment) initiative to support the implementation of hepatitis C testing, care and treatment, and care coordination in primary care settings. The additional funding will allow each participating site to purchase a newly approved hepatitis C point-of-care diagnostic testing instrument and associated supplies. This instrument provides a diagnosis within one (1) hour of testing, which will allow programs to rapidly identify and begin to treat clients who are RNA positive for hepatitis C, reducing the number of patients that are lost to care between testing and diagnosis.

Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
