Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Supporting Patient-Centered Services in New York City Sexual Health Clinics Program has determined to award a Single Source Procurement to one grantees.
This contract provides comprehensive prevention and treatment services of HIV and Sexually Transmitted Infections within six Sexual Health Clinics and two Express Clinics located throughout the five (5) boroughs of New York City (NYC).
Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
