CRER # 20683 Single Source Procurement: Hepatitis C Testing Supplies Purchasing, Storage and Distribution
Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.
The New York State Department of Health AIDS Institute has determined to award a Single Source Procurement to The Foundation for AIDS Research to support the “Hepatitis C Testing Supplies Purchasing, Storage and Distribution” program, which purchases, tracks and stores hepatitis C testing supplies, including rapid test kits. Launched in 2012, the NYS Hepatitis C Testing Program provides access to free HCV screening for populations most likely to be infected with HCV. Through the program, purchased kits and other testing supplies are distributed free of charge to public health programs and community-based organizations.
Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
