CRER #20685: Early Intervention Program
Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.
The New York State Department of Health has determined to extend the existing contracts with 57 counties and New York City that support the Early Intervention (EI) Program. Additional funding will enable providers to provide additional training and work-related tasks resulting from the implementation of the new EI-HUB data system. The Department is seeking to add funding in the amount of $750,000 in year five of the contract, to be divided among the municipalities based on their current personal service costs.
Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance
