CRER # 20691 Single Source Procurement: Money Follows the Person Initiative
Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.
The New York State Department of Health Money Follows the Person Program has determined to award a Single Source Procurement to New York Association on Independent Living to extend its contract by nine (9) months to continue transition assistance services, which includes identification of potential participants in nursing facilities who are interested in transitioning to the community, educating them on their return to community options, and facilitating successful transitions to their community of choice. The contract has been extended to a avoid disruption of critical services until a new contract, through a competitive RFA process, is executed.
Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
