CRER #20697: Advancing Health Equity through HIV Community Care
Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Advancing Health Equity through HIV Community Care Program has made a determination to issue a Single Source Procurement to five eligible vendors to support ongoing currently funded projects.
The AIDS Institute intends to extend five contracts for four months until a re-solicitation of the Request for Applications (RFA) is completed.
These extensions will prevent a gap in critical services in geographic regions of the state that are disproportionately impacted by HIV but were not awarded funding through the original RFA titled “Advancing Health Equity through Comprehensive Community-Based HIV Ambulatory Care Services.” These contracts support HIV Specialized Care Centers that address the complex medical and non-medical needs of adolescents/young adults living with or at greater risk of HIV acquisition. These Centers provide comprehensive, tailored and coordinated HIV and primary health care, medical case management and supportive services in clinical settings. Due to the specific circumstances of this procurement and the unique qualifications of the selected entities, a competitive procurement was not feasible in this instance.
