CRER #20698: Improving Equity through Clinical HIV Prevention in Community Health Settings
Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health AIDS Institute intends to continue thirteen (13) contracts that provide services to increase access to pre-exposure prophylaxis (PrEP). Services include the identification and provision of clinically based HIV prevention and supportive services to individuals at highest risk of contracting HIV/AIDS. These services are essential to the Ending the Epidemic Plan in New York State. A competitive procurement was unable to select enough fundable contractors in eight (8) geographic regions disproportionately impacted by HIV.
