CRER #20710 Syringe Exchange Program
Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.
The New York State Department of Health AIDS Institute intends to extend contracts with 25 community-based organizations designated as Syringe Exchange Programs (SEPs) and Health Hubs in New York State (NYS) to provide drug user health services. The contracts fund expanded health services, including mental health services, medications for opioid use disorder and reproductive health care education/counseling.
Due to the specific circumstances of this procurement and the unique qualifications of the selected entities, a competitive procurement was not feasible in this instance.
