CRER #20711 Single Source Procurement: Navigator Amendments

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Office of Health Insurance Programs has made a determination to issue a Single Source Procurement to # 41 eligible grantees/vendors to support ongoing currently funded projects.

The New York State Department of Health, Office of Health Insurance Programs (OHIP), Division of Eligibility and Marketplace Integration (the Department) is extending 40 of the 41 Navigator Program contracts for 18-months from August 1, 2025 through January 31, 2027. The program will be re-procured with new contracts anticipated to begin on February 1, 2027, once the 2027 Open Enrollment Period ends.

The sole contract within the Navigator Program that is not being extended, C34579GG with Lake Plains Community Care Network, Inc., will be ending December 31, 2025.

The Navigator Program provides in-person, culturally and linguistically appropriate application and enrollment assistance for individuals applying for health insurance through NY State of Health, New York’s Health Plan Marketplace. NY State of Health determines eligibility and enrollment into Medicaid, Child Health Plus (CHPlus), Essential Plan (EP), Qualified Health Plans (QHPs), with and without tax credits and cost sharing reductions (CSRs). The Navigator Program was designed to increase access to health insurance by providing in-person application assistance in communities across New York State, at times, locations and in languages that are convenient to potential enrollees, including both individuals and small businesses, and various target and hard-to-reach populations.

The New York State Office of the State Comptroller’s Bureau of Contracts on 11/26/2025 approved a request for exemption from giving notice in the New York State Contract Reporter for the Consumer Assistance for the NYS Health Benefit Exchange (Navigator Amendments).

Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance
