Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health PICHC Center for Community Action Program has determined to award a Single Source Procurement to one grantee.
This award includes the addition of funds to support an expanded scope of work of this contract. This additional funding will enable Cicatelli Associates, Inc. (CAI) to expand their scope of work to include providing ongoing training and technical assistance to the 17 evidence-based Maternal, Infant and Early Childhood Home Visiting (MIECHV) programs (7 Nurse Family Partnership and 10 Healthy Families New York programs). These 17 programs will be served in addition to the 26 Perinatal and Infant Community Health Collaborative (PICHC) programs served under the existing contract. CAI will also develop and host a Community of Practice for MIECHV-funded home visiting programs that will be developed in consultation with the Department.
Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
