CRER #20743 Single Source Procurement: Regional HIV Prevention and Support Services
Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health AIDS Institute (AI) intends to add funding to 15 Community Service Program (CSP) contracts to include one-time legislative funds awarded in the 2025-26 enacted budget. The contracts enable contractors to strengthen HIV/STD/HCV related Programming and ensures maintenance of a regional structure for collaboration across sectors, including prompt regional response to emerging issues identified by the Department’s AIDS Institute.
Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
