CRER # 20754 Pre-exposure Prophylaxis (PrEP) Aware Week Public Health Campaign

Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.

The AIDS Institute intends to contract with nine (9) organizations to work on a public health campaign promoting HIV Pre-exposure Prophylaxis (PrEP) in preparation for PrEP Aware Week, which occurs every October.

The AIDS Institute first implemented the public health campaign in October 2019 and each year since to promote awareness and uptake of PrEP. The campaign features ambassadors across New York State who promote their own personalized message of PrEP and its importance in the community. PrEP Aware Week resources have included development of a PrEP Aware Week graphic and slogan and various giveaways featuring the graphic, as well as development of a social media toolkit comprised of brief videos, still ads and social media posts.

Due to the specific circumstances of this procurement and the unique qualifications of the selected firms, a competitive procurement was not feasible in this instance.
