CRER # 20758 Hepatitis C Nurse Care Coordination

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Hepatitis C Nurse Care Coordination Program has made a determination to issue a Single Source Procurement to two eligible grantees to support ongoing currently funded projects.

The New York State Department of Health AIDS Institute intends to add one-time funding each to two (2) contracts in the Hepatitis C Nurse Care Coordination in Opioid Treatment Programs initiative.

This funding will allow each participating site to purchase a hepatitis C point-of-care diagnostic testing instrument and associated supplies. This instrument provides a diagnosis within one (1) hour of testing, which will allow programs to rapidly identify and begin to treat clients who are positive for hepatitis C, reducing the number of patients that are lost to care between testing and diagnosis. New York State has committed to eliminating hepatitis C by 2030; increased capacity for testing and treatment will support progress toward this goal.

Due to the specific circumstances of this procurement and the unique qualifications of the selected entities, a competitive procurement was not feasible in this instance.
