CRER # 20759 SEP Contract Enhancements

Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.

The New York State Department of Health AIDS Institute intends to add funding to three (3) Syringe Exchange Program contractors to work on programming aimed at increasing equitable access to Pre-exposure Prophylaxis (PrEP) among Black, Brown and Latinx New Yorkers.

The programs will seek to normalize PrEP use as a means to treat HIV/AIDS infections among their clients through innovative activities designed to increase education and awareness.

Due to the specific circumstances of this procurement and the unique qualifications of the selected entities, a competitive procurement was not feasible in this instance.
