CRER # 20797 Safety Net for Targeted Populations/Sentinel Surveillance

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health intends to extend funding for one (1) contract with Monroe County to allow for the continuation of enhanced chlamydia and gonorrhea screening among high-risk populations, specifically through the purchase of nucleic acid amplification test kits, which is the test technology that is recommended by the Centers for Disease Control and Prevention and the Association of Public Health Laboratories. The extension will ensure that there will be no gap in services while the Department awaits Notice of Funding Opportunity for the Strengthening STD Prevention and Control for Health Departments (STD PCHD) grant, administered by the Centers for Disease Control and Prevention (CDC).

A competitive procurement is not feasible because CDC funds are only available to New York State commissioned county health departments outside of New York City.
