Single Source Procurement: CRER #C000112 - Dietary management and food administration (“Food Services”) at the NYS Veterans’ Home at St. Albans (“St. Albans”)

Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.

Pursuant to DOH Contract #C000112, Morrison provided Food Services to the residents, guests, and employees of St. Albans through the original contract expiration date of March 31, 2024.

Following the subsequent Invitation for Bids and issuance of a new Contract Award to another provider, Morrison continued to temporarily provide services in good faith through May 31, 2024, to enable seamless transition, effective June 1, 2024

The New York State Office of the State Comptroller’s Bureau of Contracts on 11/20/2024 approved a request for exemption from giving notice in the New York State Contract Reporter for Food Services from Morrison Management Specialists.

Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
