Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.

The Department requires an extension to the CSRA eMedNY contract (C014305) to maintain the State’s Medicaid Management Information System (MMIS) functionality and continue providing MMIS fiscal agent services, while the Department continues to align the overall procurement strategy to its Medicaid Enterprise Systems (MES) roadmap.

The New York State Office of the State Comptroller’s Bureau of Contracts on 11/12/2024 approved a request for exemption from giving notice in the New York State Contract Reporter for the eMedNY system from CSRA State and Local Solutions LLC.

Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
