Single Source Procurement: Preferred Drug Program / Pharmacy Benefit Management

Pursuant to New York State Finance Law §163.10(b), the New York State Department of Health (the Department) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.

The Department is extending at additional cost, an existing contract with Prime Therapeutics State Government Solutions, LLC formerly known as Magellan Medicaid Administration LLC, for services to effectively manage the Medicaid Preferred Drug Program. The cost extension is needed to provide sufficient time for completion of a new competitive procurement for these services.

Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
