DOS Medicaid Data Warehouse
Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.
The MDW is a key module of the Department’s Medicaid Management Information System (MMIS) and provides several components, including Transformed Medicaid Statistical Information System (T-MSIS) and the Surveillance Utilization Review Subsystem, that are required to maintain Federal funding of the state’s Medicaid Enterprise Systems (MES) approved by the Centers for Medicare & Medicaid Services (CMS). The MDW is also critical to the Department’s Medicaid Rate Setting and Program Integrity functions. As the single combined repository for Fee-For-Service and Managed Care Medicaid Data (both current and historic), it stores a massive amount of essential information on the Medicaid program and makes it available for analysis and key data applications across New York State. It is essential to the Medicaid program that the MDW services remain available, and any disruption could endanger healthcare services for millions of New Yorkers.
The New York State Office of the State Comptroller’s Bureau of Contracts on September 26, 2024 approved a request for exemption from giving notice in the New York State Contract Reporter for the Operations and Maintenance (O&M), and Design, Development, and Implementation (DDI) of the Medicaid Data Warehouse (MDW) from Currier, McCabe, and Associates, Inc (CMA).
Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
