Single Source Procurement: Evaluation of HEAL 10 Projects Associated with the Expenditure of Funds to Awarded Recipients
Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.
The New York State Department of Health has made a determination to issue a Single Source contract to Health Information Technology Evaluation Consortium, C025877, for the evaluation of HEAL 10 projects associated with the expenditure of funds to awarded recipients. A competitive procurement was not feasible as it is the only independent academic consortium of its type in the country that will allow for independent evaluations required to perform the work.
