Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The functions necessary to meet IRS reporting requirements, the required $1,500,000 line of credit, and the complex software and IT support necessary to administer this program strictly limit the type and number of available entities that can provide these services.
