Single Source Procurement: Early Intervention Web-Based Training

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The Department entered into a five (5) year contract with Measurement Incorporated for the Delivery of Statewide Early Intervention Web-based Training for the period September 1, 2017-August 31, 2022. The purpose of this single source amendment to the ongoing contract is to convert existing classroom trainings on Early Intervention topics into web-based trainings, as well as develop new trainings, to be delivered interactively and then posted and made available to the public as a self-paced, online training. The intent of this amendment is to further define the deliverable categories and to redistribute the existing approved funding to the categories where it would be best utilized.
