CRER #C033864: Family Planning Data Management and Information System (FPDMIS) Services

Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.

The FDMIS is the principal source of information for the Family Planning Program (FPP), and processes as many as 1,000,000 clinic visit records per year. Family Planning data are used for program management, to monitor agency and clinic performance, and to respond to Federal reporting requirements, including the annual Title X Grant Application and the Family Planning Annual Report. This contract will provide the Department sufficient time to successfully complete a Request for Proposals for a future term.

The New York State Office of the State Comptroller approved a request for exemption from advertisement in the New York State Contract Reporter for Family Planning Data Management and Information Services from Ahlers and Company DBA Ahlers & Associates on 12/5/25.

Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
