Single Source Procurement: Training Services for NYSOH Application Assistors

Pursuant to New York State Finance Law §163.10(b), the New York State Department of Health (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.

The New York State Department of Health (Department), Office of Health Insurance Programs (OHIP), Division of Eligibility and Marketplace Integration (DEMI) is requesting to extend Contract C034998 with Maximus Health Services, Inc. (Maximus). With this extension, Maximus will continue to provide training services for local Departments of Social Services (LDSS) and enrollment assistors helping consumers apply for health care coverage. This amendment will extend the term of Contract C034998 from 1/1/2020 – 12/31/2024 to 1/1/2020 – 12/31/2026, at no additional cost, with an optional one-year renewal, maintaining the total contract value of $8,752,839.21.

Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
