Single Source Procurement: Merit Peer Review Services for Scientific and Education Research Applications

Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.

Wadsworth Center administers legislatively authorized extramural funding programs that support NYS investigators studying specific topics, including Breast Cancer, New York State Stem Cell Science, and Spinal Cord Injuries.

The Department has recently released a RFA which will require peer review services within the next three months and any delay in extending this contract will significantly delay NYSDOH’s ability to abide by prompt contracting guidelines in making the necessary RFA awards to support continued research in the HRSB and SCIRB program.

The New York State Office of the State Comptroller’s Bureau of Contracts on 1/31/2025 approved a request for exemption from giving notice in the New York State Contract Reporter for the Merit Peer Review Services for Scientific and Education Research Applications from American Institute of Biological Sciences.

Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
