Single Source Procurement: #C035756 Alternate Format Services and Mailings Amendment X-1

Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.

The New York State Office of the State Comptroller’s Bureau of Contracts on 11/22/2024 approved a request for exemption from giving notice in the New York State Contract Reporter for the Alternate Format Services and Mailings from T-Base Communications USA, Inc.

Through Contract C035756, T-Base currently provides document transformation, translation, and mailing services for the Office of Health Insurance Programs (OHIP) to conform to the Americans with Disabilities Act (ADA) requirements. Due to an unanticipated increase in the volume of eligibility notices requiring document conversions in languages other than English and Spanish, additional funds are being added through this amendment in order to avoid a gap in these critical services.

Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
