CRER #C035756 X-1 Single Source Procurement: Alternate Format Services

Pursuant to New York State Finance Law §163.10(b), the New York State Department of Health (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.

The Division of Eligibility and Marketplace and Integration (DEMI) is amending Contract C035756 with T-Base Communications USA, Inc., (T-Base). This amendment will add additional funding to the current contract period to avoid an early depletion of funds, as well as extend the contract for an additional six (6) months. This amendment will prevent a gap in service until the Department is able to competitively reprocure these services through the Invitation for Bids (IFB) process.

The Department’s OHIP is tasked with the oversight and maintenance of the New York State of Health (NYSoH), an organized marketplace designed to help people shop for and enroll in health insurance coverage. Individuals, families, and small businesses can use NYSoH to help them compare insurance options, calculate costs, and select coverage.

Through Contract C035756, T-Base currently provides document transformation, translation, and mailing services for OHIP to conform to the ADA requirements. Due to an unanticipated increase in the volume of eligibility notices requiring document conversions in languages other than English and Spanish, additional funds are necessary in order to avoid a gap in these critical services.

The New York State Office of the State Comptroller’s Bureau of Contracts on July 7th, 2026 approved a request for exemption from giving notice in the New York State Contract Reporter for the Alternate Format Services from T-Base Communications USA INC.

Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
