Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.

The New York State Office of the State Comptroller’s Bureau of Contracts on 11/12/2024 approved a request for exemption from giving notice in the New York State Contract Reporter for the Operation and administration of the NYS Donate Life Registry from New York Alliance for Donation Inc.

Due to procurement development delays the Department will not be able to award a new contract before the current contract C036259 contract expired on 4/30/2024, forcing the Department to seek and receive approval for an extension to the existing Registry contract earlier in the year. Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
