Single Source Procurement: Training Services for the Bureau of Supplemental Food Programs
Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.
The reason a competitive procurement was not feasible for this contract is because Cicatelli Associates, Inc (CAI) was the awarded vendor and has been successfully carrying out its contractual obligations since the contract start date of 06/01/2022. As a result, the vendor has a gainful head start on the program and has been executing the contract with satisfactory performance to date. The NYS WIC Program has already completed a formal competitive process for this contract under RFP #20046, which was awarded to CAI and is in year 3 of 5 of the contract. This is a modification of contract deliverables only; the contract term will remain unchanged.
The New York State Office of the State Comptroller’s Bureau of Contracts on 02/19/2025 approved a request for exemption from giving notice in the New York State Contract Reporter for the Training Services for the Bureau of Supplemental Food Services from Cicatelli Associates, Inc.
Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
