CRER #C037332: CANS-NY Assignment

Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.

Effective January 1st, 2026, the Department of Health seeks to assign the full scope of contract C037332 from University of Kentucky Research Foundation (UKRF) to University of Chicago School of Medicine(UCSM), due to John Lyons, who holds the copyright of the CANS-NY Tool, transitioning from his role at UKRF to UCSM.

The New York State Office of the State Comptroller’s Bureau of Contracts on 12/5/2025 approved a request for exemption from giving notice in the New York State Contract Reporter for the CANS-NY Assignment from University of Chicago School of Medicine. Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance. .
