Person-Centered Planning Comprehensive System Transformation Statewide Training Initiative

Pursuant to New York State Finance Law §163.10(b), the New York State Department of Health (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.

As part of the federally funded Money Follows the Person (MFP) program, the New York State Department of Health (NYSDOH) currently holds Contract C038485 with Public Consulting Group LLC to administer a statewide training project on the topic of person-centered planning and practice, which was procured through a competitive Request for Proposal process. The chosen vendor was judged to provide the best value to New York State, and to date, their performance has been exemplary. An option for a single 2-year renewal was approved as part of the contract. The cost per deliverable for the contract renewal will be held at its current funding level with no increases, and the proposed funding level is designed to maintain the most valuable aspects of the project related to provider education.

The New York State Office of the State Comptroller’s Bureau of Contracts on 6/11/2026 approved a request for exemption from giving notice in the New York State Contract Reporter for the Person-Centered Planning Comprehensive System Transformation Statewide Training Initiative from Public Consulting Group LLC.

Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
