Maternal Mortality and Utilization Review

Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.

Upon transition and reassessment of the services currently provided under C029859, it was determined that while Office of Health Insurance Programs (OHIP) would maintain oversight of UR services, the Department’s Division of Family Health (FH) would be assigned to specifically manage the Maternal Mortality Reviews and associated contracting, a key portion of this contract’s scope of work.

OHIP will not be reprocuring any other reviews and services currently performed under this contract related to UR. This new single source will allow the Department to reimburse IPRO for past services rendered during this period.

The New York State Office of the State Comptroller’s Bureau of Contracts on 3/07/2025 approved a request for exemption from giving notice in the New York State Contract Reporter for the Maternal Mortality and Utilization Review from Island Peer Review Organization, Inc.

Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
