Single Source Procurement: Newborn Screening Reagents and Kits
Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.
The New York State Department of Health Newborn Screening Program is mandated by Public Health Law to test and identify infants with serious but treatable neonatal conditions. A competitive procurement for this service was not feasible because Revvity Health Sciences, Inc. is a sole vendor of the reagents and kits required for the New York State Department of Health’s Newborn Screening program.
The New York State Office of the State Comptroller’s Bureau of Contracts on January 6, 2025 approved a request for exemption from giving notice in the New York State Contract Reporter for the Newborn screening reagents and kits from Revvity Health Sciences Inc.
Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
