Single Source Procurement: Point-of-Care Syphilis Test Kits Pilot Program
Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.
The AIDS Institute intends to purchase point-of-care syphilis test kits to help combat the significant rise of syphilis and congenital syphilis rates throughout the state. The department will partner with up to five (5) community-based organizations specializing in women’s health and harm reduction services across various areas of the state, excluding New York City. Kits will be shipped directly to these partners and offered to priority populations at high risk of contracting syphilis.
The New York State Office of the State Comptroller’s Bureau of Contracts on 9/15/25 approved a request for exemption from giving notice in the New York State Contract Reporter for the Point-of-Care Syphilis Test Kits Pilot Program.
Due to the specific circumstances of this procurement and the unique qualifications of the selected firms, a competitive procurement was not feasible in this instance.
