CRER #C042045: Monroe County Serosurveillance Project
Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.
Monroe County will assist the AIDS Institute’s Bureau of HIV/AIDS Epidemiology in conducting surveillance activities on suspected cases of HIV or AIDS reported by laboratories and medical providers. Field investigations confirm case status and collect data required by the Centers for Disease Control through medical record review and physician contact. Monroe County Department of Health is the only agency other than the New York State Department of Health that has the jurisdiction to conduct HIV/STD disease intervention within this county.
Due to the specific circumstances of this matter and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
