Single Source Procurement: WC DEHS Liquid Scintillation Counter
Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.
The Wadsworth Center Division of Environmental Health Sciences Nuclear Chemistry Laboratory performs mandated radiological surveillance in New York State and research in radiological sciences using the Quantulus GCT Liquid Scintillation Counter.
The New York State Office of the State Comptroller’s Bureau of Contracts on 9/19/2025 approved a request for exemption from giving notice in the New York State Contract Reporter for the liquid scintillation counter from Revvity Health Sciences, Inc.
Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
