CRER #C042456 Physical Medicine & Rehabilitation Residency Program for Helen Hayes Hospital

Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.

The New York State Office of the State Comptroller’s Bureau of Contracts on April 3, 2026 approved a request for exemption from giving notice in the New York State Contract Reporter for the Residency Program at Helen Hayes Hospital.

The Physical Medicine & Rehabilitation Program provides Helen Hayes Hospital additional clinical staff on site to provide safe, top quality patient care to our acute physical rehabilitation inpatient population. The Residents bring the newest medical education curating innovative treatment approaches and medical perspectives to the units on an ongoing basis. As HHH has not had to procure this service on a standalone basis, it will take time to determine the next steps to attempt to secure the services with a competitive procurement process. In order to move forward, the Department will issue a Request for Information (RFI/SOI) to determine if a competitive pool of vendors exists to provide this service.

Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
