NYS Veteran Home EMR System Maintenance
Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.
The New York State Office of the State Comptroller’s Bureau of Contracts on 3/24/26 approved a request for exemption from giving notice in the New York State Contract Reporter for the EMR System Maintenance from ADL Data Systems, Inc. ADL Data Systems Inc. shall continue to provide and maintain the existing Electronic Medical Record (EMR) system currently in use by the four NYS Veterans Homes, their Central Billing Office (CBO), and Central Office. Services include ongoing system access, data hosting, technical support, system maintenance, software updates, user account management, and any other functions necessary to ensure uninterrupted EMR operations. This temporary contract is intended to ensure continuity of EMR services while the NYS Veterans Homes & Health Facilities Management (HFM) will conduct a formal procurement process via RFP to select a long-term EMR solution.
Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
