Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.
The New York State Office of the State Comptroller’s Bureau of Contracts approved a request for exemption from giving notice in the New York State Contract Reporter for Outside Counsel representation from Selendy Gay PLLC in the matter of United States of America, et al. v. UnitedHealth Group Inc., et al., 1:24-cv-03267 (U.S. District Court, District of Maryland).
Due to the specific circumstances of this matter and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
