CRER #C042814 Single Source Procurement: Security Director for Helen Hayes Hospital

Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.

The New York State Office of the State Comptroller’s Bureau of Contracts on April 4, 2026 approved a request for exemption from giving notice in the New York State Contract Reporter for the Security Director from Simaren Corp. D/B/A Wisdom Protective Services.

The Security Director provides oversight of all Security operations and Security personnel at Helen Hayes Hospital. The Security Director has historically been paid under the New York Presbyterian contract. Since the NYP contract was terminated on March 31, 2026, there was not ample time prior to April 1, 2026 to competitively procure a new contract for this position. To ensure patient and staff safety, there is an immediate need to fill this position until a new contract can be competitively procured. A Request for Proposal is currently being processed for this service.

Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
